My surmise is that they felt Allende, and Castro before him, could be coopted, or neutralized via economic and diplomatic actions, and that would be the more effective strategy to protect and expand imperial interests. Their view was that the failure of the covert violent campaign against Cuba had strengthened the Soviets’ hand in the hemisphere, and didn’t want to see that repeated in Chile.
